UN Observers Continue To Watch The Syrian Regime Violate the Ceasefire Demonstrators call for the fall of the regime in Habeet, Idlib Top Stories The Assad regime continued to violate the terms of Annan’s peace plan by targeting civilians, killing at least 16 people today. The US announced it will provide USD 40m to the hundreds of thousands of Syrian refugees who fled their cities. The Central Bank of Egypt banned direct and indirect dealings with internationally sanctioned Syrian banks. Regime forces opened heavy fire at demonstrations in the city of Daraa and nearby town of Kahil, Hasaka, Quriya, and Boukamal in the province of Deir Azzour, the neighbourhoods of Qabun and Tadamon in Damascus, and the suburbs of Menin and Moqailbiya. Assad’s forces also shelled the town of Deir Jamal in the province of Aleppo, the neighbourhoods of Homs where several defections took place, and the towns of Ariha, Khan Sheikhoun, Ihsem and Saraqeb in the province of Idlib. They also carried out massive sweep campaigns in the villages of Najya and Bedama, and randomly opened heavy fire in the village of Ferkaya. UN Observers visited the town of Armanaz in the province of Idlib, and the Damascus suburb of Damir where hundreds of residents gathered around the observers forming a shield to protect them while they toured the area. Regime forces conducted arbitrary arrests and sweeps in the Damascus suburb of Erbin, and shelled the suburb of Douma amid heavy machinegun and sniper fire. Assad’s forces killed at least 16; most of them fell in the province of Hama as the Syrian Army shelled the neighbourhoods of Hama amid heavy machinegun fire. More people were killed as Assad’s militias raided the villages of Balhsain and Qsaiaa amid heavy machinegun fire. The US announced it will provide USD 40m to the hundreds of thousands of Syrian refugees who fled their cities. The UN announced that more than 65,000 Syrians have fled to nearby countries to escape the violence in Syria. Financially, the Central Bank of Egypt banned direct and indirect dealings with internationally sanctioned Syrian banks for supporting security crackdown and laundering money. The Arab League has issued several sanctions on the Assad regime which many member countries had not complied with yet. النظام يستمرّ بانتهاك بنود خطّة أنان ولجنة المراقبين مستمرّة في مهامها   ما زالت قوّات النظام تتمادى في انتهاك بنود خطّة عنان، حيثُ استمرت في استهداف المدنيين العزّل الذين خرجوا بالمئات في مظاهرات عدة عبر البلاد. وقامت بإطلاق النيران على متظاهري مدينة درعا وبلدة الكحيل المجاورة، ومدينة الحسكة، ومدن القوريّة والبوكمال في محافظة دير الزور، وأحياء القابون والتضامن في العاصمة دمشق وبلدات منين والمقيلبيّة في ريف دمشق وقامت قوّات النظام بقصف بلدة دير جمال في محافظة حلب، وأحياء مدينة حمص التي تمّ تسجيل انشقاقات فيها، وبلدات أريحا وخان شيخون وإحسم وسراقب في محافظة إدلب. ويُذكر أن ّ قوّات النظام قامت أيضاً بحملة تمشيط وتفتيش في قريتي الناجية وبداما وأطلقت النار بشكل كثيف في قرية فركيا وقامت لجنة المراقبين الدوليين بزيارة بلدة أرمناز في محافظة إدلب والضمير في ريف دمشق حيث اجتمع المئات من المواطنين حول البعثة لتأمين الحماية لهم بأجسادهم أثناء جولتهم ونفّذت قوّات النظام حملة مداهمات واعتقالات في عربين في ريف دمشق، بينما قصفت دوما وسط إطلاق نار كثيف وانتشارٍ للقنّاصة في عدة أماكن وأسفرت عمليّات النظام عن مقتل ما لا يقل عن 16 شخصاً، سقط معظمهم في حماة جرّاء قصف قوّات النظام أحياء مدينة حماة وسط إطلاق نار كثيف واقتحام ميليشيّاتها قريتي بالحسين والقصيعة وأعلنت الولايات المتحدة أنها ستقدم 40 مليون دولار كمساعدات إنسانية لمئات الآلاف من اللاجئين السوريين. وأعلنت الأمم المتحدة أنّ أكثر من 65 ألف سوري فرُّوا إلى الدول المجاورة هرباً من العنف في بلدهم أم على الجانب الاقتصادي، فقد حظر البنك المركزي المصري التعامل بشكل مباشر أو غير المباشر مع البنوك السوريّة المُدرَجَة ضمن العقوبات الدوليّة بسبب توّرطها في دعم قمع المتظاهرين وتبييض الأموال. وقد أصدرت جامعة الدول العربية عقوبات على المصارف السوريّة والاقتصاد السوري إلّا انّ الدول العربيّة لم تلتزم بها أبرز المقاطع
