#SYRIA: THE #LCC RESPONDS TO KOFI ANNAN'S PEACE PLAN

It appears that Mr. Kofi Annan's peace plan will meet a fate no better than that of the initiative drawn up by the infamous Arab League's Protocol and Observer
Mission. The regime declared restrictions on several provisions of the plan, rendering it devoid of any meaning and making it a sterile technical formality to be "negotiated" indefinitely, citing "internal affairs" as the justification. This plan buys the regime more time to assassinate more activists. The international community has failed to assume its moral and legal responsibilities to the Syrian people. Moreover, it has failed to develop a common understanding of the Revolution and the consequences of the regime's repression. The international community has exhausted all opportunities to achieve a political solution, which would not guarantee
success and cannot be at the expense of the Syrian blood being spilled.

The time has come for everyone to realize what Syrians realize today: that the regime will hold fast to its policies and is too stubborn to change, and that its repressive nature and ability to kill without remorse are its only hopes for survival. The international community must, if it intends to assume its responsibilities toward the Syrian people, emerge today with a practical mechanism that protects the lives of Syrian civilians, ensures their right to express freely their choice of a governing body, and enables them to create a better future for themselves and their children. Such an initiative must establish a timetable, methods, and safeguards for the transfer of power, and must enable activists to create a framework for the present and future of their country. Anything short of these demands would
be pointless, and would represent a blatant disregard for the blood of Syrian civilians.

We in the Local Coordination Committees in Syria hold the murderous regime responsible for using our people as pawns in an international political game. We call upon our youth activists to keep the initiative in their own hands; continue to develop new methods of
resistance; and exploit their strengths to maintain the unity of our society, land, and sovereignty. We also call upon the parties that make up the Syrian opposition to engage in a speedy initiative, maintain unity of vision as we continue our peaceful revolution, and increase all forms of support to achieve our goals.
